Enforcement of Electronic Gate Access at the marine
container terminals begins today , Monday, November 10, 2008
All cargo moving into or out of the Ports of Long
Beach and Los Angeles, including cargo moved by intermodal carriers, must be
claimed through the PortCheck system starting at 7 a.m., Monday, Nov. 17. Cargo
not claimed won't
be permitted in or out of the ports' marine
container terminals.
Terminal operators will begin enforcing this rule in
order to comply with requirements of the Port of Los Angeles and Port of Long
Beach to collect the
$ 35.00 per TEU Clean Truck Fee (CTF).
While all containers must be claimed, cargo
that enters or exits terminals via on-dock rail won't be charged the CTF.
As much as 40 percent of cargo leaving the ports by
rail is first trucked to a near-dock intermodal facility. Since this cargo
transits marine container terminal gates by truck, it is subject to the CTF
under the ports' tariffs.
In order to ensure that all cargo is tracked
properly and the appropriate CTF is billed, all cargo must be claimed.
There is no charge for claiming cargo.
Licensed motor carriers are required to have Radio
Frequency Identification (RFID) tags installed on their trucks to enter the
terminals. Only trucks that are registered in the drayage truck registry to a
valid port concessionaire, that
have paid their registration fees, and that are
equipped with working RFID tags will be admitted to marine container terminals.
